Default mile & odomiter not working

our 91 bonnie SSE has a non working mile & odomiter what makes them work and can they be fixed the speedo works and all other guages work and also tach works as well.
where is the horn relay located. Thanks duncan

The odometer is a motor that turns a series of gears for both the trip meter and the major odometer. This happened on our Bonneville, and it turned out to be one of the gears was cracked, so when it tried to roll a digit, everything jammed. We fixed it, and the odometer started working again, but was messed up from the tamper proofing. You will have to pull the cluster apart to find out what is wrong, or take it to a shop and have the cluster replaced if you wish to ever be able to sell this car, as they will properly document the odometer discrepancies.
