Did you change the ECM or ICM? The ICM (ignition control module) is under the ignition coils. Check for power going to the ICM. Remove the wiring harness going the ICM & check for power at the P terminal of the wiring harness. P terminal is the Pink or Pink/Black wire at one end of the terminal. Key needs to be in run position while checking.

We changed the ECM and the coil packs but we didn't check the ICM underneath...but don't they usually show signs when going bad?

If you have power going to the ICM then either the ICM or crank sensor is the problem. Did you check for spark from each of the coils. Could also be a bad ground at the ICM.

If you don't have a test light or volt meter to check for power at ICM then make sure to check all the fuses. I think it'* the fuse panel above the passenger footwell. Fuel pump & ICM might share the same fuse.

Edit - Looks like it'* fuse #17 on the driver'* side for the 89'*

You can't change the coils on this car and not change the ICM. The magnavox DIS is one piece. The only way this could have happened is if you had done the delco swap already, and you replaced just the coils.

When cranking the engine, does the tachometer move at all?

I had a prob with the ICM as well, I could crank and get it to run really rough for about 2 seconds after cranking, backfiring and all. Turned out after checking everything else, the ICM got hot and had melted a little bit and would spark only when cranking. They check them at Autozones, the guy there was 100% sure it wasnt that but I had him check it anyways and it turned out bad. Kinda Costly too mine was 90 bucks with a lifetime warranty
