Code 39?

First guess is likely the harness connector for the transmission or the ECM. (corrosion in the contacts preventing the ECM from grounding out the solenoid and making it apply TCC.)

This code sets when the ECM commands the TCC on the transmission, but doesn't see the correct engine speed vs vehicle speed. The circuit is dirt simple...the ECM can drive the solenoid in the transmission directly, so there are only a few harness connectors to reseat to make sure the current is getting to the solenoid.

Beyond that, it'* within the actual torque converter or the solenoid inside the case.

One test you can perform, with the engine off and the key in run, is to ground pin D on the transaxle connector. You should hear an audible "Click" within the transmission. that'* the solenoid opening and closing to allow high pressure fluid into the torque converter to apply the clutch.

Another quick place to check is on the brake pedal. There are three circuits going through the two switches. One pair of wires do the brake lights, another does the cruise control, and the last pair is the TCC power to both the solenoid and the ECM'* brake depressed. It dissengages the TCC the moment you press the brakes. This should throw code 38.
