saids when he goes left and right it whines like theres no tomorrow...

personally id say rack and pinion...anyone have any ideas..?

Steering pump is going out is my guess, rack and pinion would be more of a clunk or choppy sound?

1) check the fluid level.... easiest fix

2) most likely a power steering pump. PontiacDad is right, rack and pinion would be a more metal on metal clanging sound most likely.

Try changing the power steering fluid out completely first, then go to the pump next.

sounds like an air bubble in the hydrolic lines
